On April 6th, Hu Lujun and Alben officially signed a memorandum of strategic cooperation. According to the agreement, both parties will use Albania as a pivot for cooperation, focusing on core areas such as high-end residential, hotel commercial, and cultural tourism real estate. Priority will be given to promoting EPC general contracting cooperation for villa and apartment projects, with plans to initiate specific contract details negotiations in the second quarter of 2026. At the same time, both sides will establish a resource sharing mechanism, exchange market information, technical experience, and talent teams, work together to explore the Balkan Peninsula and EU markets, and create a benchmark for cooperation in the construction field between China and Arab countries.

To ensure the implementation of cooperation, Hu Lujun and his delegation also conducted a systematic investigation into Albania's political and economic environment, construction market dynamics, human resources, and policies and regulations. As a candidate country for the European Union, Albania's accession process is steadily advancing, with a high level of activity in the construction market. By 2025, the investment in new construction projects will reach 780 million euros, and there will be strong demand in areas such as hotels and residential properties; Despite the challenges such as labor shortage, the local government continues to optimize foreign investment policies and simplify labor processes. In addition, the "the Belt and Road" cooperation between China and Argentina has a solid foundation and perfect investment protection agreements, providing a good business environment and policy guarantee for bilateral cooperation.
