Recently, the National Development and Reform Commission and the Ministry of Housing and Urban Rural Development jointly issued the Guiding Opinions on Promoting the Development of Whole Process Engineering Consulting Services (FGTJG [2019] No. 515, hereinafter referred to as the Guiding Opinions), which promotes the development of whole process engineering consulting services in the field of housing construction and municipal infrastructure, improves the scientific level of fixed assets investment decision-making, further improves the organizational model of engineering construction, and promotes high-quality development.

The Guiding Opinions point out that since the reform and opening up, the marketization and professionalization of engineering consulting services in China have developed rapidly, forming consulting service formats such as investment consulting, bidding agency, survey, design, supervision, cost, and project management. With the gradual improvement of the construction level of fixed assets investment projects in China, in order to better realize the intention of investment and construction, investors or construction units are increasingly demanding comprehensive, cross stage and integrated consulting services in the process of decision-making, engineering construction and project operation of fixed assets investment projects. The contradiction between this demand and the single service supply model caused by the current system is becoming increasingly prominent. Therefore, it is necessary to innovate the implementation methods of consulting service organizations and vigorously develop a full process engineering consulting service model guided by market demand and meeting the diverse needs of clients.

The Guiding Opinions propose a series of policy measures, including encouraging the development of various forms of whole process engineering consulting, focusing on cultivating whole process engineering consulting models, optimizing the market environment, and strengthening safeguard measures.

One is to clarify the two key points of cultivating and developing engineering consulting throughout the entire process. The Guiding Opinions adhere to the principle of combining market cultivation with government guidance, and encourage consulting units to carry out cross stage consulting service combinations or different types of consulting service combinations within the same stage from the perspective of investment decision-making, engineering construction, operation and other project lifecycle according to market demand, and develop various forms of full process engineering consulting service models. At the same time, based on the needs of high-quality investment development and engineering quality improvement, and focusing on key links, the "Guiding Opinions" focus on cultivating comprehensive consulting for investment decision-making and full process consulting for engineering construction in the two stages of project decision-making and construction implementation, pointing out the development direction and implementation path for promoting full process engineering consulting.

The second is to clarify the content and methods of comprehensive investment decision-making consultation. The Guiding Opinions require that comprehensive investment decision-making consultation should take into account various factors that affect project feasibility, and include all special evaluations and assessments in the feasibility study to improve the scientific level of decision-making. Comprehensive investment decision-making consulting services can be led by engineering consulting units through market cooperation, commissioning professional services, or jointly provided by them and qualified service institutions. The Guiding Opinions encourage engineering consulting units included in the relevant industry self-discipline management system to provide comprehensive consulting services, and encourage consulting engineers (investors) to serve as project leaders for comprehensive consulting projects.

The third is to clarify the content and conditions of consultation throughout the entire process of engineering construction. The Guiding Opinions encourage the implementation of full process consulting for engineering construction, with consulting units providing full process consulting services such as bidding agency, survey, design, supervision, cost, project management, etc. The Guiding Opinions stipulate that when consulting units provide survey, design, supervision or cost consulting services throughout the entire process of engineering construction, they should have qualifications that are suitable for the scale of the project and the entrusted content. Such enterprise qualifications require compliance with laws, regulations, and relevant policy provisions. The Guiding Opinions put forward high requirements for the qualifications of project leaders in the entire process of engineering construction consulting: they should obtain registered professional qualifications in engineering construction, hold senior professional titles in engineering and engineering economics, and have similar engineering experience. The person in charge of engineering survey, design, supervision, or cost consulting services throughout the entire process of engineering construction should have the corresponding professional qualifications stipulated by laws and regulations.

Fourthly, the method for calculating the remuneration for the entire process of engineering consulting services has been clarified. The Guiding Opinions stipulate that the remuneration for the entire process of engineering consulting services can be included in the project investment, or paid according to the expenses included in the special services (investment consulting, bidding agency, survey, design, supervision, project management, etc.) included in the project investment. The remuneration for the entire process of engineering consulting services can be calculated based on the sum of various specialized service fees and the corresponding overall management fees, or it can be calculated based on the combination of labor costs and remuneration. Encourage investors or construction units to reward consulting units based on the investment saved from consulting services.

In addition, the Guiding Opinions clarify the division of responsibilities among departments to promote the development of whole process engineering consulting services, as well as measures to strengthen government supervision and industry self-discipline, to ensure the sustainable and healthy development of whole process engineering consulting services. (From China Construction News Network)
