On March 26th, the General Office of the State Council issued the "Implementation Opinions on the Comprehensive Reform of the Approval System for Engineering Construction Projects" (Guobanfa [2019] No. 11), proposing "four key tasks" and "three major phased goals". The four key tasks are: unifying the approval process, including streamlining the approval process, standardizing approval items, reasonably dividing approval stages, classifying approval processes, implementing joint drawing review and joint acceptance, promoting regional evaluation, and promoting the notification and commitment system; Establish a unified information data platform and improve the engineering construction project approval management system; Unified approval management system, implementing "one blueprint" to coordinate project implementation, "one window" to provide comprehensive services, "one form" to integrate application materials, and "one mechanism" to standardize approval operation; Unify regulatory methods, strengthen in-process and post event supervision, enhance credit system construction, standardize intermediaries and municipal public services.

The three major phased goals are: by the first half of 2019, the approval time for national engineering construction projects will be compressed to within 120 working days, and the preliminary construction of the engineering construction project approval system framework and information data platform will be established in provincial (autonomous region) and prefecture level and above cities. By the end of 2019, the engineering construction project approval management system will be interconnected with related system platforms; Pilot areas will continue to deepen reforms, increase efforts in reform and innovation, further streamline approval processes and matters, reduce approval stages, shorten approval time, strengthen guidance services, and improve approval efficiency. By the end of 2020, a unified national system for engineering construction project approval and management will be basically established.
