Good morning everyone!

At the "Two Sessions" in Hefei that ended yesterday, the Municipal Party Committee and Government confidently outlined the future development blueprint of Hefei to us, which made us feel excited. We are holding the 2021 annual meeting here today to discuss development and seek the future together. It is the right time! Next, on behalf of Zhong'an Huali, I will give a report on the work of the construction sector to the annual meeting.

1、 Review of Key Tasks in 2021

（1） The main economic indicators are generally improving, and management indicators are blooming comprehensively

In 2021, the group has won over 150 bids for projects, achieving an output value of approximately 15 billion yuan. There have been new breakthroughs in the annual average single contract amount and maximum single contract amount, as well as new improvements in operating revenue, total profit, and other indicators. Overall, the main economic indicators are improving.

In 2021, the management work of the group continued to improve, and the engineering quality and safety were widely recognized by the competent authorities and owners. Awarded as a National Engineering Construction Integrity Model Enterprise, Excellent Construction Enterprise in Anhui Province, and Civilized Unit in Hefei City; Achieved 10 provincial-level high-quality projects; Received 12 safety standardization demonstration sites at or above the municipal level; Awarded as an excellent enterprise in the provincial municipal engineering construction QC group activity, won 8 national BIM competition results, won more than 10 awards in various vocational skills competitions at the municipal level, and achieved more than 20 QC group results. Especially won the championship of the provincial prefabricated building vocational skills competition for both component assembly and grouting, greatly demonstrating Huali's skill strength. Received 14 commendations from supervisory departments at all levels.

（2） The market expansion capability has been further enhanced, and there have been new breakthroughs in major projects

Continuously strengthen the market management team, deeply tap into customer resources, and increase project contracting efforts. The general contracting project of Ping'an Road Resettlement Area in Taihe County undertaken by the company is the largest engineering general contracting project independently contracted, independently designed, and with the largest contract amount; The Shucheng County People's Hospital project undertaken is the largest single contract referendum project of the group; The winning bid for the prefabricated project in Yaohai District has propelled the group to a new level in prefabricated construction; The resettlement site project in Gaodian Township, Feixi County has achieved a new historical breakthrough in the group's single contract amount. The Hefei Metro Line 4, which was constructed, was officially opened at the end of December 2021. The Dalian Road comprehensive pipe gallery project, which was constructed, achieved a breakthrough in the company's underground pipe gallery project from scratch.

Actively cultivate the market in southern Anhui, establish a subsidiary in Mount Huangshan, and focus on the market of ancient buildings. Green Building Technology Company has officially entered operation, and Environmental Protection Technology Company continues to explore new businesses. The design institute has designed over 1 million cubic meters of projects throughout the year, with newly signed contracts exceeding 40 million yuan. Complete a number of large and medium-sized projects with good economic and social benefits, such as the Shucheng Smart Electronic Town Living Area. The project management company has won the bid for representative projects such as Volkswagen's pure electric vehicle construction project, and has three Class A supervision qualifications, further enhancing its market competitiveness.

（3） Project management capabilities have been further improved, and new measures have been taken for joint investigation and control

Seriously organize and promote the new "Work Safety Law", "Criminal Law Amendment" and other laws and regulations, strictly implement the main responsibility of work safety and the "dual responsibility" mechanism, adhere to the dual prevention mechanism of risk grading control and accident hazard investigation and management, and strictly abide by the "Ten Red Lines"; Guided by the "2021 Edition of Safety and Civilized Construction Standardization Atlas", implement safety management throughout the entire project process. We have organized safety production observation meetings at or above the county and city levels multiple times, and there have been no major safety production accidents throughout the year.

In 2021, the engineering line will reshape its architecture, integrate the project management functions of secondary institutions, and explore the implementation of regional management responsibility system. The joint inspection mechanism of each line is gradually being established, and the collaborative management of the entire process is becoming smoother; Credit construction management is steadily improving, seal management is becoming more standardized, contract text review is more reasonable, fund payments are more compliant, quality management has reached a new level, BIM technology research and application achievements are fruitful, and the management effectiveness of top-down linkage and joint management is gradually emerging. Authorized 8 patents of various types, authorized 5 software copyrights, applied for 6 provincial-level construction laws, and selected 12 district level and above five small activities and employee innovation achievements. We have initiated the certification of high-tech enterprises and made new progress in the standardization of smart construction sites. We have been invited to participate in the preparation of provincial standards for smart construction sites.

（4） Business management capabilities have been further strengthened, and new achievements have been made in the entire process management

Continuously promote the "source management" of overall planning, contract planning, and signing of target responsibility agreements, further standardize management tools such as contract templates and settlement forms, continuously increase the management of project material cost processes, and achieve dynamic control of project costs throughout the entire process. Further optimize the admission criteria and evaluation mechanism for suppliers, continuously improve storage capacity, and enrich the 'granary'; Optimize pilot projects, promote the application of procurement information platforms, gradually achieve control over the entire procurement process, and effectively integrate the three ends of procurement, taxation, and finance.

（5） System construction continues to advance, constantly radiating new vitality

Adjust the organizational structure, abolish the departmental system, establish a centralized system, integrate 14 departments into 6 functional centers, and successively issue guiding documents such as the "Typical Second level Unit Organizational Management Manual" to continuously improve organizational efficiency; Publish the 2021 version of the system compilation results book, standardize various management processes, streamline various business decision-making authorities, and continuously improve decision-making efficiency; Optimize employee career development channels and salary systems, continuously improve organizational performance evaluation and incentive mechanisms. More than 60 engineers have passed various professional titles and won over 100 individual honors at or above the prefecture level.

（6） Actively taking on social responsibility and continuously enhancing brand influence

One is to actively participate in politics and deliberation. I was elected as a representative of the 17th People's Congress of Hefei City, and several comrades were elected as district, county, and street party representatives, representatives of the Two Sessions, as well as the head of the business district party committee and the head of the business association. The second is to strengthen the guidance of party building. The temporary party branch of the project was established in collaboration with industry regulatory authorities, and the case submitted by the party committee was awarded the Best Case of Party Building Work in National Engineering Construction Enterprises, and was rated as a National Construction Enterprise Party Building Demonstration Enterprise. The third is to bravely shoulder social responsibility. Actively participated in the fight against the epidemic, and won the title of "Hefei Outstanding Contribution Collective in the Fight against COVID-19" and "Anhui Federation of Industry and Commerce Advanced Private Enterprise in the Fight against the Epidemic". Participate in the "Ten Thousand Enterprises, Ten Thousand Villages Plan" organized by the Provincial Federation of Industry and Commerce and the consumption assistance activities for agricultural products of farmers in Xinjiang. Today Huali has been awarded the title of "Excellent Magazine" by the National Construction Enterprise Association, further enhancing its corporate influence.

In 2021, the company won the top 100 provincial enterprises and ranked first in the provincial private construction industry. The achievement of results cannot be separated from the persistent support of government leaders and partners at all levels for the construction group, and cannot be separated from the hard work of all Huali people. We would like to express our sincere gratitude to all of you!

While achieving results, we must also face the problems in the current development: the path to transform the strategic momentum of high-quality development of the group into development momentum is not clear enough; The management and organizational systems that meet the needs of current changes and development are not yet sound enough; The construction of talent echelon and incentive mechanism are not perfect enough; The marketing system has not yet formed a true synergy; The overall collaborative combat capability of project management urgently needs to be improved; We have not yet achieved greater breakthroughs in creating excellence, winning cups, and so on. These issues require us to reflect, optimize, and improve together.

2、 Key Work Deployment for 2022

Currently, the policy environment for the development of the non-public economy is gradually improving, and the construction industry has entered a new stage of development. Local governments are providing greater support to construction enterprises than ever before, and the concentration of market factors will further increase in the future, providing exciting opportunities.  

In terms of main business indicators, ensure production safety and prevent work-related deaths and serious injuries. Strive to achieve a 12% increase in newly signed contract amount and a 15% increase in operating revenue, and strive to achieve greater breakthroughs in national and provincial awards.

To achieve the above goals, efforts should be made in the following six aspects:

（1） Market development regionalization

Accelerate the improvement of the marketing organization construction of the headquarters and secondary institutions, further enrich the personnel of marketing teams at all levels, reasonably divide marketing areas, implement regional business responsibility system, strengthen the main responsibility of regional marketing teams, and consolidate market development efforts. Fully leverage the flexibility of private enterprise mechanisms and strive to build a cooperative and win-win partnership mechanism. Continuously improve bidding rules, optimize bidding evaluation processes, and strengthen bidding management. Adopt differentiated marketing incentives and establish a comprehensive marketing mechanism for all employees. Give full play to the spirit of nailing nails, focus on the Yangtze River Delta region as the main attacking point, and actively expand markets outside the province.

（2） Business transformation and industrialization

Guided by the strategic transformation of carbon neutrality and peak carbon emissions, with new infrastructure, urban renewal, and rural revitalization as the main entry points, we will focus on "filling gaps" in livelihood projects, public service referendum projects, and upgrading projects in the living environment. We will achieve new breakthroughs in ancient architecture, water conservancy and hydropower, environmental protection, and underground comprehensive pipe gallery projects. Strengthen the construction of the project management system for engineering general contracting, continuously promote the group's transition from prefabricated PC component construction to EPC engineering general contracting, and lay a solid foundation and pave the way for the group's sustainable development. At the same time, we need to leverage our strengths and strengthen cooperation with central and state-owned enterprises, participate in high-end projects in the form of consortia, accumulate project management experience, and seek new business growth points.

（3） Efficiency oriented organizational construction

Following the concept of "receiving tasks and doing them well", with regional operation as the development idea, further clarify the management and service functions of the headquarters, improve the functional positioning of secondary institutions and regional operation division, optimize the standardized management system of project departments, and do a good job in dividing the rights and responsibilities of various levels of organizations, maximizing the organizational efficiency of the three-level structure. Complete the "abolition to establishment" of rules and regulations, promote the adjustment of delegation and authorization of secondary institutions, streamline business decision-making processes, improve performance incentive plans and assessment mechanisms, and effectively enhance the efficiency of horizontal and vertical coordination within the organization.

（4） Standardization of project management

Optimize the standardization manual for project management, strengthen the application of information technology, and further implement refined project management; Improve the real name management platform for labor services and achieve standardized management of wage payments for migrant workers; Taking the "Standardized Atlas of Safe and Civilized Construction" as a starting point, we will strengthen the three-level safety education for employees, actively create standardized observation sites, and improve the level of safe and civilized construction. Guided by the principle of "grasping the foundation, strengthening services, and creating benefits", we will continue to promote overall planning and contract planning, standardize project cost management, and achieve pre planning, process control, and post review.

（5） Normalization of risk prevention

Strengthen the ability to adapt to the macro environment, understand industry development trends, enhance market attention, and reduce market operational risks. Strengthen the management of the entire project process, continuously promote the integration of business and finance, standardize the standards of fund payment, establish a solid red line for fund payment, and ensure the safety of fund payment; Intensify efforts to clear debts and debts. Carry out targeted special supervision and inspection on safety production, quality accidents, legal disputes and other incidents. Grasp firmly the "bull's nose" of major projects and important nodes under supervision, keep a close eye on old problems and repeatedly investigate them, focus on new forms of investigation, and examine small problems carefully. We will strictly grasp them and thoroughly prevent various management risks.

（6） Talent and Technology Specialization

In terms of talent development, we will establish a "elite and strong general" strategy, increase the introduction of high-end talents, continuously improve the construction of employees' job competence, continuously optimize the performance evaluation system, establish and improve incentive mechanisms, strengthen the training of business line personnel, create a learning organization, and create a virtuous talent training mechanism for selecting, educating, and retaining talents, providing talent guarantee for the healthy development of Huali. In terms of technological innovation and new technology application, we will lead by prefabricated buildings, green buildings, smart construction, and BIM digitization, and use universities, venues, and environmentally friendly buildings as carriers to achieve breakthroughs in provincial-level scientific and technological progress awards. Continuously carry out construction methods, patents QC、 Summarize the application of new technologies such as papers to assist in project innovation and excellence. Intensify cooperation with universities and research institutions, complete the recognition of high-tech enterprises, and provide technical support for Huali's innovative development.
