On March 4th, the reporter learned from the Anhui Provincial Department of Housing and Urban Rural Development that according to the "2019 Key Requirements for Building Energy Efficiency and Technology Work in the Province", the proportion of green buildings in the newly built civil construction area in the province will reach 45%, and the proportion of prefabricated buildings in the newly built construction area will strive to reach 10%. In addition, green building legislation will be launched this year, forming the "Anhui Province Green Building Development Regulations (Draft for Review)".

The "Key Points" propose that this year we will comprehensively promote green buildings, steadily develop prefabricated buildings, improve building energy efficiency, promote technological innovation in construction, and promote high-quality green development of housing and urban-rural construction. By fully implementing green building standards, guiding the high star development of green buildings, and actively promoting the application of green building materials, we will comprehensively promote green buildings.

At the same time, with safety as the bottom line, quality as the core, and technology as the main line, we will choose a development path and technology system that is suitable for ourselves, and steadily develop prefabricated buildings such as steel structures and prefabricated concrete structures. By summarizing the construction experience of national and provincial prefabricated building demonstration bases, guiding the transformation of construction enterprises in the province, cultivating a group of prefabricated building enterprises, and guiding the rational layout of the industry. By conducting training for prefabricated building management personnel and industrial workers, organizing prefabricated building technician competitions, and promoting the improvement of skills among prefabricated building workers.

This year, the province will strictly implement the "65% energy-saving design standard for residential buildings in Anhui Province", fully implement the current energy-saving standards for new buildings, and ensure that the design and construction implementation rates of energy-saving standards for buildings in the province reach 100%.

In conjunction with the "Two Governance and Three Reform" special action, we will coordinate the upgrading of building windows, exterior walls, roofs, lighting, and air conditioning systems, and promote energy-saving renovations of existing buildings in the province according to local conditions. And increase the application of renewable energy in new buildings, focusing on promoting the shallow geothermal application of public buildings invested by the government, as well as the application of solar hot water technology in residential, hotel, hospital and other buildings with hot water demand.

In addition, green building legislation will be launched this year, and basic research, investigation, and drafting of green building legislation will be carried out. The research report on green building legislation will be completed, and the "Anhui Province Green Building Development Regulations (Draft for Review)" will be formulated.
