On the afternoon of March 3rd, Comrade Yao Shun, Director of the Municipal and County Institutional Organization Department of the Anhui Provincial Commission for Public Sector Reform and a First-Level Researcher, led a research team to conduct in-depth research and guidance on the party building work of non-public enterprises in Zhong'an Huali. Accompanying the research team were Chen Xuehong, Deputy Director of the Social Work Department of the Hefei Municipal Committee, Wang Tao, Director of the Social Work Department of the Luyang District Committee, and relevant responsible comrades from the city, district, and street levels. Chang Qiancang, Secretary of the Party Committee and Chairman of Huali Holdings, and Mei Shengtao, Secretary of the Party Committee and Chairman of the Construction Group, as well as other group leaders, warmly received the research team and participated in the symposium and exchange.

The research team first arrived at the Huali Party Building Culture Exhibition Hall to inspect the construction of the enterprise's Party building positions on site. They inquired in detail about the group's practical achievements in leading corporate culture construction, production and operation management, talent team cultivation, and other aspects through Party building, as well as the unique practices and effectiveness of the enterprise in the deep integration of Party building and business.
Subsequently, both parties held a symposium for exchange. At the symposium, Mei Shengtao gave a detailed report on the company's development history, organizational structure, party building work, and talent team construction.

Chang Qiancang, drawing from his personal growth experience, reviewed the transformation of the enterprise from boss-style management and team system management to organizational management. He elaborated on the roots of Huali's development philosophy of "listening to the party, feeling the party's gratitude, and following the party's lead", emphasizing that this philosophy is not only the original intention of the enterprise's development over the past forty years but also the fundamental principle for fulfilling social responsibility and achieving high-quality development. He introduced the core ideas of the group's "15th Five-Year Plan", explicitly stating that it will thoroughly implement the spirit of central documents, with the strategic orientation of "party building leadership, strengthening the enterprise through talent, managing the enterprise according to law, revitalizing the enterprise through culture, and shaping the enterprise through branding", and use standardized organizational management to guide high-quality development. At the same time, the group will integrate the standardized management of state-owned enterprises with the flexible and efficient advantages of private enterprises, building a new pattern of high-quality development in eight aspects. He expressed that Huali is confident in becoming a benchmark in Anhui's construction industry, a benchmark for customer satisfaction, a benchmark for market integrity, and a benchmark in China's industry. The achievement of these goals cannot be separated from the guidance of national policies, the support of party committees and governments at all levels, and the efforts of more than 160 party members in the group. This year, the group will organize party members to carry out warning education, hone team style, and strengthen responsibility. He emphasized that only by taking the initiative to take on responsibilities and striving hard can we live up to the mission of the times. Finally, Chang Qiancang hoped that provincial and municipal leaders would provide guidance and support in the construction of party members' teams, assist the enterprise in establishing party organizations overseas, and promote the deep integration of party building with corporate culture and production and operation.
The research team listened carefully to the report and speeches given by the enterprise and engaged in in-depth and pragmatic exchanges with the participants. Director Yao Shun, on behalf of the research team, fully affirmed and highly praised Huali Group for its responsibility and commitment as a well-known private enterprise in the province, as well as its series of solid practices and remarkable achievements over the years in adhering to the leadership of party building, continuously strengthening organizational construction, actively fulfilling social responsibilities, and effectively promoting high-quality development. The research team pointed out that this research not only provided an in-depth understanding of the vivid and lively implementation of party building work in Huali, but also gained practical insights into the actual effectiveness of party building in non-public enterprises focusing on development and promoting development through effective party building. This has added confidence and provided useful references for further promoting and improving the level of party building work in non-public enterprises across the province. The research team hopes that Huali can continue to play a demonstrative and leading role as a benchmark for party building work in non-public enterprises, always adhering to the standard of "leading the way", continuously exploring effective paths for combining party building with corporate governance, production and operation, and corporate culture, and striving to form and export more vivid practices and valuable experiences of "strong party building, strong development, and strong enterprise". The research team also emphasized that strengthening party building work in non-public enterprises is an inevitable requirement for consolidating the ruling foundation of the party, as well as a key measure to stimulate internal vitality, unite employee efforts, and lead the direction of enterprise development. It is hoped that Huali will continue to adhere to its original aspiration of serving the country through industry, deeply cultivate its main business in construction, continuously strengthen the political core and leading role of the party organization in the enterprise, and constantly improve the party organization system and working mechanism that match the enterprise's development strategy and are aligned with the corporate governance structure. With higher standards and more practical measures, the party building work in non-public enterprises will be grasped more tightly, more practically, and more effectively, thus promoting the enterprise's various undertakings to continuously reach new heights and making new and greater contributions to the high-quality development of Anhui Province and local economies and societies.

The group's party committee stated that it will conscientiously implement the guidance provided by the research team, and use this research as a new starting point to further strengthen party building responsibilities, innovate work methods, and create distinctive brands, continuously ushering in a new era where Huali leads and ensures high-quality development through high-quality party building.
